Armed First Responder Certification


Here at Beech Paradise Ranch we are certified by the Texas Department of Public Safety to instruct in the HB 1069 authorized Texas On Duty First Responder Certification Course. The Texas Armed First Responder Certification was created under HB 1069 and permits On-Duty Firefighters and EMS to carry without the permission of the department under certain criteria. When, where, and how is gone over in full detail during the class.

This is a demanding 28 hour course that upon completion and passing the student will receive a certification from the Texas Department of Public Safety. During this course the student will demonstrate shooting from the holster, shooting while moving, reloading while moving, shooting from the ground, shooting at night and in no light conditions, tactical moving, shooting while working with a teammate and more. The average student will shoot 450 – 500 rounds during this training.

Texas Armed First Responder Criteria:
1) Posses a Texas License To Carry.
2) Be legally allowed to carry a firearm.
3) Be 18 years of age or older.
4) Must have a holster for the firearm and magazines.
5) Must have at least 3 magazines with a minimum of 10 round capacity.
6) Must have a 200 or brighter lumen handheld flashlight that is under 6 inches in length.
7) Optional: A weapon mounted light (Highly Recommended)
8) Optional: Red Dot (Highly Recommended)

Recertification Requirements:
Anyone can take this class, and become certified. Certifications are good for 1 year. Their is a recertification requirement annually for this certificate to remain valid. The recertification is a 10 hour course.

a) A municipality or county to which this chapter applies and that employs or supervises first responders may not adopt or enforce an ordinance, order or other measure that generally prohibits a first responder who holds a license to carry a handgun under Subchapter H, Chapter 411, Government Code, an unexpired certificate of completion from the department under Section 411.184(d), Government Code, and the required liability policy under Section 179.053 from:
(1) carrying a concealed or holstered handgun while on duty; or
(2) storing a handgun on the premises of or in a vehicle owned or leased by the municipality or county if the handgun is secured with a device approved by the department under Section 411.184(f), Government Code.

b) This section does not prohibit a municipality or county from adopting an ordinance, order, or other measure that:
(1) prohibits a first responder from carrying a handgun while on duty based on the conduct of the first responder;
or
(2) limits the carrying of a handgun only to the extent necessary to ensure that carying the handgun does not interfere with the first respond’s duties.
